AFFIDAVIT OF SUPPORT AND GUARANTEE

The Philippines’ Bureau of Immigration (BI) inspects all international-bound passengers to stop human trafficking and illegal recruitment, in line with its mandate under the Anti-Human Trafficking Law of 2003 (R.A. 9233) and the Amended Migrant Workers’ Act of 2004 (R.A. 10022).

Allowing a Filipino tourist to depart from the Philippines is under the authority of port officials of the Bureau of Immigration, and not of the Consulate. The only role of the Consulate is to authenticate AOSG upon submission of the requirements.

Below are the requirements for AOSG requests (per document to be legalized):

  1. Two copies of the filled out but unsigned Affidavit of Support and Guarantee form
  2. Original/s and two copies of the passport/ID of the sponsor
  3. Two copies of the passport of the individual being invited/sponsored
  4. Two copies of the proof of relationship of sponsor with the individual being invited/sponsored
  5. Two copies of the proof financial capacity of sponsor (e.g., payslip, bank statements/certificate, etc.)
  6. Two copies of the Verpflichtungserklärungen, Declaration of Commitment, if available
  7. Two copies of the letter of invitation, if available

NOTE: Documents should be printed or photocopied using one side of the paper only. Back-to-back printouts or copies of any documents, including supporting documents, will not be accepted.

PROCEDURE

A. If sending the documents by post, please follow the below steps:

You must include your proof of payment (Überweisungsbeleg) of €25.00 per document, one (1) photocopy for of your complete document set per Affidavit to be legalized, and a s elf-addressed envelope with €4.25 Deutsche Post stamps or a pre-paid envelope from a private courier service (e.g. UPS, DHL, FedEx ) that will be used to send back your documents. The Consulate assumes no liability for any loss of documents once they have been handed over to the German Post Office/courier service.

B. If submitting the documents personally, please book an appointment here and prepare the following:

PROCESSING TIMES

Express processing : An applicant who appears PERSONALLY at the Philippine Consulate General in Frankfurt may pay an additional fee of €10.00 (per document) for the document to be processed and released on the NEXT WORKING DAY. The processed document(s) may be picked up personally, or mailed back through a self-addressed pre-paid return envelope. Express processing cannot be released on the same day.

Regular processing: For regular processing, applicants may return to the Consulate to claim the processed document/s after five (5) working days or have it mailed back through a self-addressed pre-paid return envelope.

PAYMENT

If filing your Affidavit/SPA in person, payment should be made in cash or by debit card directly at the Consulate to avoid any delays in the processing of your documents.

If filing your Affidavit/SPA by post, payment should be made by bank transfer only after the applicant has passed the pre-assessment phase.

NOTE : The Consulate follows the “NO REFUND POLICY” on fees paid by applicants for actual services rendered by the Consulate. Actual services rendered include, but are not limited to, services rendered from receipt of documents for review by the Consular Officer or, in case of payment, from the time of its receipt, and not merely restricted to the issuance of the document. Fees for incomplete applications/applications no longer pursued are non-refundable . In addition, the Consulate will not accept cash payment for applications submitted by mail.
